Sync to upstream/release/577 (#934) Lots of things going on this week: * Fix a crash that could occur in the presence of a cyclic union. You can now pass `--program-args` (or shorthand `-a`) to the REPL which will treat all remaining arguments as arguments to pass to executed scripts.
